
Registrar of Societies director-general Zulfikar Ahmad has denied allegations that he abused his power during the RoS probe into purported irregularities in the Malaysian Indian People’s Party (MIPP).
He described claims of arbitrary exercise of authority over the alleged issues as false.

“They were made based on the investigations and relevant evidence tendered to the RoS,” Zulfikar told FMT.
He added that any disagreements among party members should be resolved internally.
The RoS will not get involved in a party’s affairs unless there is a breach of the party constitution or the Societies Act.
MIPP founder lodges MACC report
MIPP founder S Santharasekaran lodged a report with the Malaysian Anti-Corruption Commission against Zulfikar over the alleged abuse of power.
Santharasekaran claimed Zulfikar issued contradictory letters concerning the MIPP probe.
He pointed to what he called “arbitrary administrative decisions” that went against the RoS’s earlier findings.
Contradictory letters highlighted
Santharasekaran referred to a RoS letter dated December 5, 2025, which confirmed several violations of the party’s constitution by the current leadership.
These included not using the official party bank account for fundraising, allowing non-members to take part in party activities, and the alleged unlawful waiver of membership fees for new members.
However, he said later RoS letters dated January 19 and January 23 made no mention of those findings.
They appeared to assume the issues had been resolved, even though no record of corrective action was shown.
Santharasekaran called on the MACC to investigate whether abuse of power or any form of bribery played a role in the issuance of the January letters.
