
Education Minister Fadhlina Sidek told the Dewan Rakyat today that allowing 6-year-old children into Year One is no pilot programme using them as “lab rats”.
The voluntary initiative starts in the 2027 school session. It targets children who are cognitively and emotionally ready for formal schooling.
“Our children are not for laboratory tests, not lab rats,” she said. “This policy will roll out carefully—that’s why it’s phased, voluntary, and backed by diagnostic support.”
Response to Concerns
She replied to PN-Kulim Bandar Baharu MP Roslan Hashim’s supplementary question. He sought the rationale for 6-year-old entry and any prior studies or assessments.
Fadhlina emphasised that seven years stays the standard schooling age. No parent or pupil faces compulsion.
Policy Framework
The move fits the National Education Plan 2026-2035 under the 13th Malaysia Plan (2026-2030). Parliament has tabled and debated it.
It matches international norms where primary schooling begins at six. Implementation stays controlled and unhurried.
The ministry keeps boosting early childhood education by expanding preschool classes nationwide.
Addressing Facilities
Fadhlina recognised worries over classroom space and teacher shortages, particularly in urban schools.
“These concerns are valid—we can’t ignore parents asking if classes and teachers suffice,” she said.
Preparations include optimising facilities and phased classroom additions, using the Industrial Building System (IBS) method.
Teacher Preparations
Staffing needs will get proactive attention. This involves contract-of-service hires alongside ongoing teacher training programmes.
The initiative leaves the education structure intact. All pupils complete six primary years and five secondary years.
