The Cabinet has approved the declassification of the Royal Commission of Inquiry (RCI) report on Tabung Haji (TH), clearing the way for its public release and a full investigation by enforcement agencies into any possible legal violations.
Government spokesman Fahmi Fadzil said the Cabinet was briefed by TH’s senior management on the findings of the report, which examined the pilgrim fund’s management between 2014 and 2020, including the transfer of underperforming assets to a special purpose vehicle.
‘The Cabinet agreed that the report would be declassified and made public today,’ he said in a statement.
He added that the report would also be tabled and debated at a special sitting of the Dewan Rakyat in the near future.
Enforcement agencies to begin investigations
The Cabinet also agreed that enforcement agencies should immediately carry out a comprehensive investigation based on the report’s findings.
Fahmi said any individual or party found to have violated the law should be brought to justice.
He added that the report contained 25 recommendations to strengthen TH’s governance and operations, with the fund’s management having already implemented 75% of them.
The Cabinet also noted TH’s announcement of a 3.5% profit distribution for the 2025 financial year, describing it as a reflection of improvements in the fund’s management.
Inquiry examined 2014 to 2020 operations
The RCI was established in 2021 to investigate Tabung Haji’s management, operations and asset-related matters between 2014 and 2020 following concerns over governance and the fund’s financial position.
Chaired by former chief justice Raus Sharif, the inquiry also examined the transfer of underperforming assets to special purpose vehicle Urusharta Jamaah Sdn Bhd after 2018.
The commission completed its report in July 2022.
Report release delayed to avoid panic
Last week, Prime Minister Anwar Ibrahim said the report’s release had been delayed to avoid causing panic among depositors.
He said the government was concerned that publishing the findings earlier could have triggered large-scale withdrawals and destabilised the fund.
According to Anwar, the situation has since improved, with Tabung Haji now in a stronger position following reforms and improvements in its management.
